Not all old sayings are wise. My vote for the stupidest old saying ever is, "There's no smoke without fire."
Who thought that one up?
If one were to believe this it would mean that any accusation automatically amounted to the guilt of the accused.

That sounds like the kind of thing evil parents would say to their children, all the while keeping a very practised straight face, merely in order to confuse them. Or maybe that’s just me.
This is exactly what the guilty-minded person would say. 😉
